Toronto city councillor Giorgio Mammoliti (Ward 7, York West) has long been advocating for a crackdown on massage parlours. Interviewed by the Toronto Sun, he’s made a new claim: that the city’s massage parlours are doubling as opium dens. If that sounds a bit like Toronto could soon be the setting for the fourth season of Deadwood, it’s because, according to Toronto police, this may also be an excellent work of dramatic fiction. Of course, I don’t have any evidence that Toronto’s massage parlours aren’t engaging in the opium trade. And there may be sufficient problems with our massage parlour industry that still deserve a crackdown like the one councillor Mammoliti continues to call for. But for now it seems as if the police aren’t chasing this particular dragon.

Toronto Massage Parlors: Possible opium in massage parlours

He said opium dens have been known to attract organized crime members, who may be armed to protect the drugs they sell.
“The security at some of these clubs is like Fort Knox,” he said. “The illicit activity at some of these places are blatant and right in your face.”
His said even licenced parlours that are illegally operated as brothels are making money by coverting rooms into opium dens.
“Even the brothels are being taken over,” he said. “We should not be issuing licences to businesses that are taking part in illicit activity.”
He said enforcement officers are spending to much time patrolling strip clubs rather than massage and holistic clubs.
“The system that we created in Toronto has restricted us from enforcing our laws,” he said. “We are giving people a licence to run illegal massage parlours.”

Toronto Massage Parlors: Massage parlour owner finds new Muse

MLS staff attempted to stop Muse owner Andrea “Riley” Bell from purchasing an existing body rub parlour licence, one of 25 such licences that have been issued by the city (CHRIS DOUCETTE/Toronto Sun).

The owner of a North York massage parlour has her happy ending thanks to a Municipal and Licencing Standards (MLS) tribunal’s decision Thursday.
But those opposed to the city granting Muse Massage Spa a body rub parlour licence feel they’ve been stiffed.
“This shows how stupid our system is and how naive the people granting the licences are,” Toronto Councillor Giorgio Mammoliti said of the decision.
Located in an industrial plaza at 1290 Finch Ave. W., near Keele St., Muse is one of about 36 massage and body rub parlours in Mammoliti’s riding.
It opened two years ago with a holistic centre licence, one of more than 400 such licences the city has issued.

“Its kinda cool that your neighbours might have a different religion, something you can learn from,” another resident said. “This will hopefully bridge gaps and help become more tolerant of other ideologies.” “Most folks are afraid of crackheads, porn shops, strip clubs and massage parlours moving into their neighbourhood,” another writer said. “This is the first time I’ve heard someone complain about a church.”

TORONTO - 
After one meeting, Mayor Rob Ford’s child-care task force is embroiled in controversy.
Councillor Giorgio Mammoliti, chairman of the task force, held a closed-door meeting of the group Thursday night at city hall and barred two other councillors and the media from entering the room.
Mammoliti’s meeting comes a day after he blasted city staff for having a “secret meeting” with massage parlour owners earlier this week.
Councillors Janet Davis and Kristyn Wong-Tam, both members of the community development and recreation committee that oversees the city’s child-care operations, were booted out of the 7 p.m. meeting when they tried to sit in on it.

We’re sure not even Mayor Rob Ford’s political opponents have a vision for the future of Toronto that includes hundreds more massage parlours.
Therefore it should be easy to deal with a city staff proposal to increase Toronto’s licensed body rubs from 25 to “several hundred” by early next year.
That is, receive it, file it, forget it.
Toronto has a $740-million hole in its 2012 operating budget to address. Any additional revenue from licensing more body rubs will quickly be eaten up by the increased government bureaucracy and police presence needed to deal with a sudden explosion of them.
If body rubs — with their attendant social problems including prostitution, sleazy clientele, petty crime and drug use were popular, every neighbourhood would want one. In reality, neighbourhoods that do have them tend to want them closed.

Giorgio Mammoliti says licensing massage parlours will make City Hall “the biggest pimps in North America”

Councillor Giorgio Mammoliti (Ward 7, York West) is reliably one of the more bombastic councillors in Toronto—this is the guy who started a Facebook group and promised to ferret out any Communists who showed up in the comments threads, after all. His latest outrage is a city proposal to increase the number of massage parlours licensed in the city. According to the Toronto Sun:

That means that Mammoliti’s problem with the illicit sex work that goes on in these massage parlours isn’t that the city would be “North America’s biggest pimp” (that would be true if he got his way, too) but because it’s happening in areas throughout the city, instead of in one concentrated place. There’s actually public health reasons to suspect that Mammoliti’s preferred approach would be better for the city and for women in these businesses, but it’s going to take a Supreme Court decision before we know whether it’s even possible.

There are now more about 400 licensed holistic centres and 25 massage parlours in Toronto, he said.

Tim Lambrinos, of the Adult Entertainment Association of Canada, said increasing the number of massage parlours will further drive prostitution indoors.

Handing out more licences to massage parlours will go a long way to securing the safety of prostitues that may be working in such places, said a leading voice in the sex trade.
“It would give bylaw officers access to these body rub parlours so they could go in and make sure there are no cases of exploitation,” Sex Professionals of Canada executive director Nikki Thomas said in reaction to a staff committee at City Hall suggesting increasing the number of permits given to massage parlours in Toronto. “From our perspective, this is a good thing.”
Unlicensed body-rub parlours are rife with exploitation, Thomas said — exploitation that could include a parlour pressuring girls to perform unprotected sex or undesirable sex acts, or workers having their identification and whereabouts controlled.
